An Eye for Detail

The BLIEU Difference

  • BLIEU co-develops with Fortune 500 companies and works with a vast network of industry partners.

  • Our commitment to California and Hawaii is backed by our national partners and driven by BLIEU’s development team’s years of experience at leveraging business and financial relationships, from beyond state borders.

  • BLIEU has established strong relationships with local vendors, jurisdictional departments, state organizations, and political leadership in California and Hawaii.

  • From concept to completion, we regularly engage those vested in the community’s success. Our development plan of action is unique to their needs.

  • BLIEU communities exceed industry quality standards without the higher cost. To control quality and cost, we employ an internal building and design team that actively participates in the creation of plans and specifications, reviewing them for compliance, from concept to completion.

  • BLIEU’s multi-disciplinary team brings a breadth of experience to affordable development.

  • Our service-providers, consultants, contractors and vendors consist of firms with local expertise, bringing jobs to the communities we serve.

  • Our on-site social services ensure our residents' basic needs are met: health, education, and financial stability. Then BLIEU programming goes beyond the basics, tailoring services to resident’s specific needs.

"The Crossings is a truly transformative project that is already positively changing the look and feel of the block. These beautiful craftsman style homes are just the beginning; when the project is fully realized, the project will bring quality affordable housing, community-serving retail, and beautiful new recreation space. What was once an industrial block sandwiched between an elementary school and family housing will now be a source of pride for our entire community."

- Former Councilwoman Jan Perry

At the core of our beliefs is the notion that a home is not just a structure comprised of four walls and a roof, but rather, a place where one can experience something that every person is entitled to, the fullness of life. We aim to foster an environment that offers:

Peace

Where one can rest, gather with family and friends, play, learn, and thrive. Where residents can live in harmony with their surroundings and members of the community, made possible with homes that are affordable, safe, sustainable, and conducive to neighborhood and family life.

Dignity

Blieu extends its vision to help people live their best self and to grow and thrive by offering wellness, education and recreation programs, designed to meet the unique needs of residents and community members.

Joy

We aim to create places of joy so that this happiness becomes commonplace. The thoughtfully crafted living spaces blended with our community programs and services support joyfulness, which may come from knowing that the core elements of happiness are right at home.

We Aim to Build a Better World

Our chief executive officers and company founders, the Bigley brothers were raised by hardworking parents, who endured tough times to create a home where their family could grow, learn and thrive. After gaining years of experience in affordable housing, real estate, finance and business management, the brothers came together in 2003. They wanted to make life easier for struggling families by combining their experience with new ideas for affordable housing development. Today Doug, David and John Bigley are sought after industry experts.

Our development team members are adept at structuring mixed-finance plans for the development of affordable housing communities while ensuring efficient use of available funds, creating strategies for sharing development costs, and leveraging private investment.
